None of the 7 manufacturers is from China.

Interestingly, one-third of global cigarette paper is made in China.

Most of the cigarette paper is used in domestic cigarette production.

That’s why Chinese cigarette paper manufacturers don’t have much presence in the global market.

It is not hard to recognize the main cigarette paper suppliers in China.

Due to the strict tobacco control policy, only manufacturers who own a Tobacco Monopoly Production Enterprise License can produce cigarette paper.

That means only a handful of producers are qualified.

In this article, let’s see the biggest 5 local manufacturers from China.

(so the joint venture of Schweitzer-Mauduit and China Tobacco is excluded)

Heng Feng Paper – Mudanjiang, Heilongjiang Province

Product Ranges:

Tobacco industry: Cigarette Paper, Filter Paper, Rolling Paper, Tipping and Base Paper, Inner Liner Paper.

Printing industry: Thin printing paper, heat transfer paper, pharmaceutical leaflet paper.

Packaging industry: Straw wrapping paper, toothpick wrapping paper, machine glazed paper, food wrapping paper.

Other specialty papers.

Company Profile:

Hengfeng Paper is the largest paper manufacturer of the cigarette industry in China.

It was established in 1952.

Annual production capacity: 230,000 tons of paper, and 6,000 tons of hemp/flax pulp.

They have 21 paper machines.

Hengfeng is the most famous Chinese cigarette paper supplier in the international market.

HongTa BlueEagle Paper – Jianshui, Yunnan Province

Product Ranges:

Cigarette Paper, Plug Wrap Paper.

Company Profile:

Hongta Blue Eagle was established in 1994, first as a Joint Venture of HongTa Holding and Julius Glatz GmbH.

Now it is owned by Yunnan Hehe Group.

Annual production capacity: 24,000 tons of cigarette paper.

 

Hua Feng Paper Group – Hangzhou, Zhejiang Province

Product Ranges:

Cigarette Paper, Plug Wrap Paper, tipping base paper.

Company Profile:

Huafeng Paper was established in 1922.

It is the first mechanical papermaking enterprise in Zhejiang Province.

It began to produce cigarette paper in 1948.

The Dragon brand cigarette paper.

Annual production capacity: 26,000 tons of cigarette paper.

Jin Feng Paper – Chengdu, Sichuan Province

Product Ranges:

Cigarette Paper, Plug Wrap Paper, tipping base paper.

Company Profile:

Jinfeng Paper was established in 1990, first as a Joint Venture of Chinese and Hong Kong capital.

Now it is owned by the Fuhua Group.

Annual production capacity: 23,000 tons of cigarette paper.

 

Min Feng Special Paper – Jiaxing, Zhejiang Province

Product Ranges:

Paper for cigarettes: cigarette paper, plug wrap paper, tipping base paper.

Tracing paper / Translucent paper.

Glassine paper, wet strength label paper, and aluminized base paper.

Company Profile:

Minfeng Paper was established in 1923.

Minfeng began to produce cigarette paper in 1936.

It is the first cigarette paper factory in China.

Annual production capacity (2021): 29,000 tons of cigarette paper.

In 2023, Minfeng is developing its paper production lines.

The capacity to produce cigarette paper and tracing paper will be improved.

 

China is a significant player in the global tobacco industry, including cigarette paper production.

The production of these suppliers is subject to regulatory standards set by the Chinese government.
